The User Profile Service failed the logon. User profile cannot be loaded

What:

Windows 7

Problem:

User can't log on, profile cannot be loaded.

Event ID: 1500

Windows cannot log you on because your profile cannot be loaded. Check that you are connected to the network, or that your network is functioning correctly. If this problem persists, contact your network administrator.

DETAIL - Access is denied.

Solution:

You can try System Restore, that should resolve the issue, but if for some reason you can't do that, follow the steps below.

1. Log on as administrator (optionally use Safe Mode to gain admin access)
2. Click Start and type in regedit, hit enter
3. Navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\ProfileList
4. Check all the entries "S-1-5-21-..." and find one with a .bak at the end of it. In the right pane it should have registry key “ProfileImagePath” with a path to user's folder
  • you may have another "S-1-5-21..." entry above it with the exact same name without the .bak at the end of it, if you do then rename it by adding .removed at the end i.e.
S-1-5-21-1676436058-1256593534-99485923-1081.removed
5. Rename corresponding registry key from the "ProfileList" folder removing .bak from the end, i.e.

S-1-5-21-1676436058-1256593534-99485923-1081.bak
to
S-1-5-21-1676436058-1256593534-99485923-1081
 6. Select entry above and in right pane find "RefCound" and "State", change both values to 0
  • if they are missing create them as DWORD (32 bit) values
7. Restart computer and log on
