RDP connection hangs on "estimating connection quality"

What:

Windows 8 client connecting to Window 2012 R2 RDS server

Problem:

Remote user tries to connect via rdp, but connection hangs on "estimating connection quality".

Solution:

1. From "Group Policy Management" create a new policy.
2. Edit it, navigate to "Computer Configuration > Policies > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Connections"
3. Find "Select network detection on the server" and set it to Enabled
4. Select "Use both Connect Time Detect and Continuous Network Detect"


In Windows Server 2012 "Connect Time Detect" and "Continuous Network Detect" are enabled by default.

In Windows Server 2012 R2 "Connect Time Detect" is disabled by default and "Continuous Network Detect" is enabled by default.
